Timber windows and boarding at Swinger Hill in Phillip

Woden Valley was Canberra's first satellite town: Hughes and Curtin were gazetted on 20 September 1962, and the first residents moved into Hughes in 1963.

Swinger Hill, the cluster-housing estate the NCDC built in Phillip in the 1970s, has been on the ACT Heritage Register since December 2011. Its heritage guidelines describe it as "the first medium density cluster housing in Australia to achieve a density of 40 persons per acre", stepped down a hillside.

The guidelines are specific about timber: "Feature timber boarding below window sills and in association with skillion roof forms, and timber windows shall be retained or replaced where necessary with timber sections matching the original profile." They add that "Timber framed windows and doors should be replaced with timber to the same design." Upper balconies "shall not be enclosed above balustrade height", although their horizontal timber railings can be replaced with a timber balustrade that suits the building.

So at Swinger Hill we quote timber for timber, matched to the original profile, for window and boarding repairs and replacement doors.

Renewing 1960s timber in Curtin, Hughes and the older suburbs

After Hughes and Curtin, the remaining Woden suburbs were gazetted in 1966, and the last to be built was Isaacs, in 1986. By our arithmetic, the first Hughes houses are now more than 60 years old.

Part of Curtin has a different street plan. A December 2020 heritage nomination says the precinct "was designed using Radburn planning principles in 1961-62 by the NCDC": the houses face parkland at the front, and "Vehicles and garages are confined to service roads with screening fences." The precinct has been nominated for the ACT Heritage Register, not registered.

In our view, six decades is when original timber starts asking for attention: front doors that bind, window sills gone soft and floorboards that have worked loose. Most of that is repair rather than renovation: see timber repairs and floorboard repairs.

Decks under Woden's big trees

Woden Valley had 30.16% tree canopy cover in 2025, the highest of Canberra's main suburban districts in the ACT Government's canopy report, down from 31.72% in 2020.

Approvals and older homes

The ACT's approval rules are the same across Canberra: a low deck, an open pergola, a timber fence up to 1.8 m and most internal carpentry don't need a building approval, and anything structural needs a licensed builder. Were Woden houses insulated with loose-fill asbestos?

Some were. The ACT Government lists every property known to hold, or to have held, loose-fill asbestos. Counting it by suburb, we found 246 in Woden Valley, led by Curtin (41), Pearce (36), Farrer (34), Lyons (32) and Torrens (32). None of the listed properties are in Isaacs or O'Malley. Any carpentry at a house still on the loose-fill register has to go to a licensed ACT builder.

Can I enclose a carport or change the timber screens at Swinger Hill?

Not the carport. The heritage guidelines say "Enclosure of carports shall not be permitted and garage doors shall not be fitted to open carports." For screens, they say to "Retain original timber slatted screens as screening elements between carports and private courtyards", and "Garden walls and timber slatted screens shall be no more than 1.8 metres high."

Do the Swinger Hill rules cover all of Phillip?

No. Swinger Hill isn't a suburb: it's the cluster-housing estate in Phillip that is on the ACT Heritage Register. Its guidelines are for that registered place, not the rest of the suburb.

Does a new deck in O'Malley or Isaacs have to meet a bushfire attack level?

It can. Both suburbs adjoin the Isaacs Ridge and Mount Mugga Mugga reserves, and by our check every Woden suburb includes some land in the ACT Government's 2026 Bushfire Prone Area map. A block's BAL, if it has one, is set in its DA Notice of Decision or, for exempt work, the District Declaration, and Access Canberra says "Where a BAL is identified, the development must be constructed in accordance with that level." We confirm this for your block before pricing a deck.
